We Care Program Enters Second Year in Carroll ISD

Carroll ISD's employee appreciation program will have a hard time competing with money generated in its inaugural year. The popular We Care program collected more than $30,000 in donations and in-kind services to fund a number of year-long employee appreciation initiatives during the 2005-2006 school year.

Already, program organizers are encouraged by the businesses and organizations who have joined the 2006-2007 list of sponsors. School officials say the money is used entirely for appreciation gifts, cards and acts of kindness toward school teachers and support personnel. Employees benefited in a variety of ways including "smoothie" parties to celebrate a smooth start in 2005-2006 to the district's end-of-year Oscar Night celebration held in May.

The program has already caught some state and national attention, too. The Texas Association of School Boards (TASB) wrote an online article about Carroll's new program and sent it out to their members throughout Texas via an electronic newsletter. In addition, the district made a presentation on We Care at the National School Public Relations Association (NSPRA) conference in Chicago in July. News of the program is now spreading coast to coast as educators as far as California call the local district to learn more about how to set up a similar program.

"We couldn't be more pleased with the success and feedback we've received on this program in its first year," said Superintendent David Faltys. "It is a great way for our local businesses and organizations to show educators how much they are appreciated for serving the children of this community. The fact that our employees feel good about the support they are receiving helps employee recruitment and retention."

Dr. Faltys should know, he and his Superintendent's Cabinet joined the local School Board Trustees in writing personal checks to become We Care sponsors. Donations may be accepted from businesses, civic groups and even individual families, according to the CISD Communications & Marketing Department, which oversees the program. Sponsors may join at any time throughout the school year to support employees and begin reaping benefits from program advertising and sponsorship. Interested sponsors may call 817-949-7080.

Trustees Recently Approve 2006-2007 School Budget

Carroll School Trustees approved the 2006-2007 school budget following a public hearing at Johnson Elementary School on August 21. By law, Trustees must adopt a budget before the end of August. The Board has the option of waiting until mid September to set the tax rate.

Carroll ISD adopted a $73 million budget for the 2006-2007 school year. That's up more than $1 million from the last school year, but includes additional dollars for teacher salaries, new positions to meet student growth, rising utility costs and inflation. The Board earlier this summer followed other local districts by giving a teacher pay increase above the $2,500 already promised to teachers, nurses, librarians and counselors by the state. The raise equals more than a nine percent increase for these four groups. This means a starting teacher in Carroll ISD makes $42,000. That's an increase of $4,000 over last year. The 2006-2007 proposed budget also includes a 3% of the midpoint pay increase for all CISD employees.

School officials say although the district's Robin Hood payment did not go away, it was reduced as a result of the new school finance plan. In addition, CISD's financial outlook improved when Trustees sold the school-owned property on Peytonville Avenue and added the $4.5 million in proceeds to the district's fund balance.

There's other good news for local taxpayers. The newly adopted budget includes a school tax rate decrease of at least 13 cents. School officials will hold a public hearing September 11 to consider the actual tax rate (see related story below).

Since its inception in 1996, CEF has awarded 179 grants valued at about $428,000 to teachers to enrich, maintain and expand programs needed to meet the school district's vision of excellence in education that cannot be funded through the normal operating budget.

Employees Celebrate Start Of School 50's Style

Carroll school employees were all smiles on their first day back for the 2006-2007 school year. They celebrated the Fabulous 50's by watching their new superintendent ride a skateboard through Town Square, steer a motorcycle on stage at Carroll Senior High and jam on an electric guitar to the tune of Johnny B. Goode. The fun was all a part of the district's annual convocation for employees, a sort of back-to-school pep rally for the district's 1,000 teachers and support personnel. The event spoofed Michael J. Fox's film Back-to-the-Future and featured the Superintendent as Marty McFly going back in time to save the Dragon mascot from extinction. Doc Brown was played by Durham Intermediate Principal Doug Brubaker and the bully "Biff" was played by Carroll Middle School Principal Kenneth Anderson.

The event was sponsored by the district's employee appreciation program, We Care. Special guests included representatives from the City of Southlake on stage to accept an engraved clock from the school district in honor of Southlake's 50th anniversary. There was even one scene where CISD student Alex Johnston played a young Mayor Andy Wambsganss.

Guest speakers also included Teachers of the Year Linda Hallford and Eli Melton who were dressed like "Danny" and "Sandy" from the popular musical/movie Grease. They entered the stage in the back of a convertible as Grease music played in the background. Members of the Carroll Education Foundation and Digging For Dragons also addressed employees, as did School Board President Erin Shoupp.

One of the highlights of the day was a visit from "Elvis" played by Carroll Senior High Principal Dr. Daniel Presley. Emcees for the event were Carroll High School Principal Rick Westfall and Eubanks Intermediate Principal Mark Terry. Other employees participated in a Be True To Your School routine led by none other than CISD and Durham Elementary School first-year teacher Shannon Peterson. The new teacher was clad in a Dragon cheerleading outfit and choreographed the routine for the principals and assistant principals. Mr. Sandman was sung by CISD's own barbershop quartet comprised of Billy Gresham, Todd Thompson, Eli Melton and Harry Ingalls. David Platt accompanied the group on the piano.

Employees enjoyed music, skits and a few words of inspiration to kick of the school year. More than 7,700 students attended classes on the first day, August 29.

Public Hearing Set Sept. 11 For 2006-2007 Proposed Tax Rate

Trustees have called a public hearing for the purpose of setting the 2006-2007 school tax rate. The hearing will begin at 6:30 p.m. on Monday, September 11 in the auditorium of Johnson Elementary School. Trustees plan to reduce the district's overall tax rate; a public presentation to explain the budget and proposed tax rate will precede the Board's vote.

Local taxpayers can expect a significant decrease in the overall tax rate for 2006-2007, though the actual amount of their tax bill is determined not only by the tax rate, but also by the value of their home. Under the state's new school finance system, districts will be lowering the maintenance and operations tax rate from $1.50 per $100 assessed valuation to at least $1.33.

Local Trustees do have the option of levying up to four additional cents on the tax rate for local enrichment. These additional tax revenues will not be subject to Chapter 41 (Robin Hood) recapture. Carroll school officials will also have the option of lowering the district's debt service tax rate by about two cents or maintaining the rate at the existing $.435 per $100 assessed valuation to pay off long-term debt to save taxpayers the interest on the bonded indebtedness.

A complete agenda for the September 11 meeting will be posted to the CISD website on Friday of this week.

Corrections

  • Information about the number of students who took the ACT college entrance exam was incorrectly reported in last week's edition of School eNews Online. The newsletter reported the number of students who took the test decreased by three from last year. In fact, the number of students taking the ACT actually increase from 342 to 347 from 2005 to 2006.
  • Also, Carroll Middle School's curriculum night will be on the same night at Dawson Middle School's curriculum night. These events are scheduled on September 13th.
  • The 2006 Project Graduation Committee would like to belatedly thank Sports Cuts for donating 600 coupons for the event in June of this year.  Sports Cuts was not publicly thanked for their generous donation in other communications.  The committee apologizes for the error.
