Thirteen CSHS Students Named National Merit Semi-Finalists Thirteen Carroll students were recently named National Merit Semi-Finalists. This is the highest number in CISD school history. “A number of these students have been in the district for quite some time, so it is a compliment to the entire district, its teachers and the strength of the curriculum,” said CSHS Principal Dr. Daniel Presley. Dragons Wow Live, TV Audiences Alike
The Carroll Dragon football team proved its stellar national status once again during Thursday night's home opener. The Dragons beat Louisiana 's Evangel Christian Academy 43-16. The nationally broadcast match was part of Fox Sport Net's Nike Game of the Week series – reaching more than 81 million homes. Hours before kickoff, Dragon Stadium's parking lot and stands were filled with electricity and thousands of enthusiastic “Green Out” fans. Go Dragons signs were given to 500 lucky fans as part of a promotional night sponsored by Dragon supporter Tommy Pennington of the Tommy Pennington Realtor Group at Keller Williams. The Dragons moved to 2-0 on the season and remain among the top teams ranked in state and national prep polls. The next Carroll Dragon game takes place at home Friday, September 22 against the Rockwall Yellow Jackets. Pre-game tickets go on sale Wednesday. Fans who can't make it to the Stadium can tune into KKGM 1630 AM for Chuck Kelly's live play-by-play broadcast of the game. School Board Reduces Local Tax Rate By 14 Cents Carroll School Board members voted September 11 to reduce the district's overall tax rate by 14 cents. The district's tax rate is divided into two separate rates: the Maintenance and Operations or M&O rate and the Interest and Sinking or (I&S) rate. The 2006-2007 M&O tax rate will be $1.37 per $100 assessed valuation. That compares to $1.50 per $100 assessed valuation in 2005-2006. The 2006-2007 I&S tax rate is $.425 per $100 assessed valuation. That compares to $.435 per $100 assessed valuation in 2005-2006. The state's school finance bill required districts to reduce their M&O rates, but also gave districts the option to levy up to four cents for local enrichment. These four cents are not subject to the Robin Hood recapture rules. Although Carroll's Robin Hood payment was slightly less because of the new finance legislation, the district will still send about $15 million in local tax dollars to property poor districts in Texas. The Board adopted a $73 million operating budget in August. The newly adopted tax rate will mean a surplus for the coming school year. School finance experts recommended districts bank any surpluses to accommodate the uncertain future of school finance beyond 2007. Trustees weighed heavily which bottom-line tax rate to adopt, but ultimately agreed to include the four cents for local enrichment. Eubanks Students To Recite Preamble Eubanks Intermediate School students will join the rest of the nation in reciting or reading aloud the Preamble to our U.S. Constitution at 1 p.m. (CST time) on Monday, Sept 18. The recitation will be led nationally by General Colin Powell. Teacher Sue Carvey said Eubanks students will wear red, white and blue for the event. This year's recitation is being dedicated in honor of U.S. military serving around the world. President George W. Bush signed the "Constitution Day" Celebration Bill into Law on Dec. 8, 2004. Our founding fathers signed the U.S. Constitution on Sept 17, 1787. Foundation's Culinary Celebration Raises Nearly $325,000 Record breaking attendance at the Carroll Education Foundation's Culinary Celebration 2006 was spirited by bidding encouraged by auctioneer Rick Stacy and escalated into friendly battles for 14 items that totaled over $80,000. Overall, the evening of fine culinary tastings and fun allowed the Carroll Education Foundation to raise nearly $325,000. “We are only successful in this event because of the generosity of the people in attendance and the donors that make this event what it is,” said Gina Faris, 2006 Culinary Event Chair. “This Culinary Celebration has become the event to attend because of the fine chefs and restaurants, the quality and unique items for bid, and the importance of offering funding to benefit the teachers and students of the Carroll ISD.” With such outstanding chefs and restaurants serving their delectable tastings, the crowd could not be more pleased and impressed with the chef line up this year, such as Ty Thoren, Gaylord Hotels, Daniel Nemec of Kirby's and Chris Moreno with Whole Foods Market. Juniors Can Now Register For PSAT Test All juniors are strongly recommended to take the PSAT test. Many scholarships, including the National Merit Scholarships, are based on PSAT scores. Registration will be held during lunch in front of the library at Carroll Senior High School from now until Friday, September 29. The cost is $15. Please make checks payable to CSHS. The PSAT test will be administered at CSHS on Wednesday, October 18. Public Hearing Set For Financial Accountability System The Carroll School Board has called a public hearing on October 16, 2006 at 6:30 p.m. for the purpose of reviewing the district's accountability results on the School's Financial Integrity Rating System of Texas (FIRST). Every school district in Texas is required to prepare an annual financial management report and conduct a public hearing. The hearing will be held in conjunction with the Board's first meeting in October in the Auditorium of Johnson Elementary School, 1301 N. Carroll Avenue in Southlake. Board Approves Band, Athletic Constitutions At Monday's School Board meeting, Trustees approved the constitutions for the district's band and athletic programs, but tabled approval of the constitution governing varsity cheerleading. Carroll Senior High Principal Dr. Daniel Presley shared a proposal outlining 2006 tryout procedures. The proposal was put together by administrators, sponsors and parents of Carroll cheerleaders no longer involved in the program. Trustees thanked Dr. Presley for the work done to better clarify and communicate tryout procedures. He agreed to further work on the document so the Board could consider a final vote at their September 25 meeting. This is the first year that Trustees have formally reviewed and accepted the constitutions and handbooks for various extracurricular and cocurricular programs. The need arose following significant questions and concerns during the 2005 varsity cheerleading tryouts. The Board and Administration ultimately heard a number of grievances about the procedures and allowed all students who tried out to be on the squad. The newly proposed constitution provides details in writing about procedures for the tryouts, including setting a minimum number of squad members at 20 and outlining procedures for judging, scoring and breaking ties between candidates on the squad. September Enrollment Reaches 7,790 September enrollment just missed the 7,800 mark in Carroll Independent School District. Officials say there are 2,769 students enrolled at the elementary campuses; 1,172 at the intermediate campuses; 1,287 at the middle school campuses; and 2,562 at the high school campuses. That totals 7,790 students for the 2006-2007 school year. Two campuses are utilizing portable buildings to accommodate student growth until residential housing developments north of 114 can be finalized. The September enrollment represents a 135-student increase over enrollment on the last day of school in June. Parents To Receive FERPA Letter, Board Committee Application Parents in the Carroll Independent School District will soon receive a copy of a document called What's Public? What's Not? The information contained in this publication explains parent rights under the Family Educational Rights and Privacy Act (FERPA) and the Texas Public Information Act. A parental permission form is included with the letter, along with an invitation for parents to sign up for a 2006 Board of Trustees Advisory Committee. FERPA letters are being sent home with all students at the elementary and intermediate schools. The same information is being mailed to the homes of secondary students. Questions about FERPA, open records laws and/or the Board Committee application may be directed to the Communications & Marketing Department at 817-949-7080. Parents are encouraged to read the information carefully and fill out the FERPA signature page and return it to their child's campus. The school will keep the information on file and notify the Communications & Marketing Department by sending a COPY of the letter to the C&M Department. Durham Intermediate School students participated in an assembly last week that dealt with bullying in the school setting. "The Morris Brothers" attacked the sensitive subject using humor, teaching the students about the signs and consequences of bullying.
Reminder About Football Ticket Sales Just a reminder that football tickets go on sale each week on Wednesdays until noon on Fridays for that week's game. Pre-game tickets are sold at the following locations: Carroll Senior High School, Carroll High School, Carroll Middle School, Dawson Middle School, Johnson Elementary School and Durham Elementary School. Ticket prices are $3 for students and $6 for adults.
Carroll ISD's 24-hour educational channel is now available to Verizon FIOS customers on channel 33. The programming can also be viewed by Southlake Charter Cable customers on channel 30. Carroll ISD School Board meetings air throughout the day, beginning at 9 a.m., 2 p.m. and 7 p.m. The Get Net Safe program is scheduled to play daily at 8 a.m., 1 p.m. and 6 p.m.
Forensic Team Places Second At National Competition The Grapevine Classic, a national competition, drew more than 80 schools from 11 states, and the Carroll Dragon Forensic Team placed 2nd overall. Four students received bids to the Tournament of Champions at the University of Kentucky, in May. Receiving this honor were Samantha Shaw, Richard Jordan, Philip Butler and Dillon Huff. These students will be competing in Student Congress. Dillon Huff, a freshman, won the Student Congress division, placing 1st out of 68 Congressional debaters. Samantha Shaw was also recognized for her contributions and dedication to the debate community and received the Sam Brody Award for the 2006-07 season. Receiving awards were:

City of Southlake's 50th Anniversary Celebration is Saturday The City of Southlake turns 50 this year and is celebrating its golden anniversary all day Saturday, Sept. 16 at Town Square. There will be plenty of fun and food for the whole family. Don't miss out on the activities, which include free cake and ice cream, live band performances and a spectacular laser light show! Part of the city's birthday celebration, honoring the City of Southlake, will include the unveiling of the Southlake Stampede – an exciting, new public art exhibit. The Southlake Stampede will unleash life-sized fiberglass statues of longhorn cattle. These bovine beauties are the "3-D canvas" that local artists and school children will transform into colorful works of art. Carroll Senior Earns Eagle Scout Rank On June 22, Joe Nagel, a senior at Carroll Senior High School, earned his Boy Scouts of America Eagle Scout Rank. Over the past seven years Joe has been very active in scouting. In 2002 he attended the 13th Annual Nippon/23rd Asia-pacific Scout Jamboree in Japan and has been on staff at Worth Ranch Scout Camp for the past five summers. Joe learned of his Eagle Scout rank application acceptance in July after returning from a 70-mile backpacking trip at Philmont Scout Ranch in New Mexico. Since becoming an Eagle Scout, Joe has signed up as an Assistant Scoutmaster for his troop and joined a co-ed BSA Venturing crew. Joe's other major interest include Theater Arts and SCUBA diving.
Bob Jones Nature Center Offers Bird Seed Sale Discover the wild side in your own backyard! The Bob Jones Nature Center is offering an opportunity to discover that wild side with the Nature Center 's Second Annual “Feed the Birds” Bird Seed Sale. To ensure getting your seed by October 1, place an order by September 23 for special blends which have been chosen especially for the area. Order forms will be available at the City of Southlake Bicentennial Park Community Center, 400 N. White's Chapel; the City of Southlake Department of Public Safety West Building, 2100 West Southlake Boulevard; and the City of Southlake Library at Southlake's Town Hall, 1400 N. Main Street. Pre-order seed can be picked up Saturday, September 30, noon to 5 p.m. and Sunday, October 1, noon to 6:30 p.m., at the site of the future Nature Center. Bob Jones Nature Center is a 501c3 non-profit organization dedicated to conserving and preserving the Cross Timbers ecosystem located in the City of Southlake 's Bob Jones Park .
