Trustees Approve $75 Million School Budget

Carroll Trustees voted Thursday to adopt a $75 million operating budget which includes a four percent of the midpoint raise for school employees. The Board held a public hearing at Johnson Elementary School, hearing from one member of the audience before unanimously approving the 2007-2008 budget. Trustees will vote on the tax rate to support that budget in mid-September.

The 2007-2008 starting teacher salary will be $43,500; all other returning CISD teachers will receive a $1,974 raise. The budget includes 21 new positions to accommodate student growth and the return of block scheduling at the high school campuses.

Robb Welch, Assistant Superintendent for Financial Services, told the Board that CISD expects to make a $20 million payment toward capital bond debt during the 2007-2008 school year. The tax rate for the Interest and Sinking or debt service budget is proposed to remain the same at $.425 per $100 assessed valuation. The budget approved Thursday is based on a $1.00 proposed Maintenance and Operations tax rate, but Trustees must still decide whether to include four additional cents for local enrichment. Even with the four cents, the overall M&O tax rate would decrease about 33 cents from last year.

Trustees approved operating revenues of $75,353,625 and expenditures of $75,182,138. This will result in $171,487 in surplus funds. If Trustees approve the four-cent enrichment, it could generate an additional $1.9 million for CISD needs. The Administration will meet with Trustees in September to discuss items on the districtwide needs list.

Despite changes in the school finance formula, CISD will still pay about $11.1 million as a Chapter 41 "Robin Hood" district. Last year the district paid $15.6 million to property poor districts. The trigger point making a district property wealthy is when the district's values reach $364,500 per student. Carroll ISD's taxable value per student is $504,846.

Dragons Wrap Up First Week Of School

Nearly 7,900 students began classes in Carroll ISD this week despite very tight construction schedules and minor transportation, air conditioning and textbook issues. The Southlake Department of Public Safety assisted with traffic congestion as parents delivered their children to classes this first week. Drivers were encouraged to leave early to accommodate longer lines at school entrances/exits.

In addition, transportation officials say school bus pick-up and drop-off times will vary slightly the first few weeks of school. Schedules should become more consistent as families fall back into the routine of the school year. CISD principals reported a great start to school. There were some shortages in desks and textbooks at the high school levels. School officials say they will work quickly to resolve these issues for students.

Superintendent David Faltys commended the team effort of employees, parents and student volunteers who helped get the Durham Elementary and Intermediate School building ready the first day. With rainy weather and just seven days to go before the August 27 start, officials were concerned that the concrete for the driveway in front of the school would not cure in time. It did, however, and more than 30 custodial employees and administrators worked diligently throughout the final hours of the weekend to help prepare the building for students.

"We had assistance from scouting groups, parents, varsity football players and many, many teachers who were getting their classrooms ready," Dr. Faltys said. "I cannot say enough about the dedication of our maintenance and custodial staff and all the volunteers who helped make it possible. We knew it would be right down to the wire, but their efforts made the first day of school possible for Durham families."

School officials say work on 2006 bond projects continues throughout the district. Despite the immediate inconveniences, the new HVAC systems, renovations and roofing projects ought to prove worth it long-term. Work on the second cafeteria line at Johnson Elementary School continues as contractors wrap up roofing projects at DEIS and JES and painting projects at JES and CES.

School officials say enrollment should stabilize after Labor Day. Students in the elementary campuses are attending half days the first six days of the school year due to math and reading assessments. A total of 7,950 students are anticipated this fall.

Reminder: Stalcup Indoor Complex Dedication

Earlier this year, Trustees approved the District's first naming rights contract for the indoor workout facility. The official building dedication for the Performance Course Charlie Stalcup Indoor Complex takes place Sunday, September 9 at 3 p.m. The indoor complex is located behind Carroll Senior High School, 1501 W. Southlake Boulevard.

Stalcup lost his battle to cancer in 2004. His lasting legacy will be honored during this dedication ceremony as family, friends, colleagues and students gather to remember him in this special way.

Miami Northwestern Pre-Game Tickets Available

Pre-game tickets for the anticipated match up between the Carroll Dragons and Miami Northwestern are available at the CISD Administration Center, located at 3051 Dove Road in Grapevine. Office hours are 8 a.m. to 4:30 p.m. Monday through Friday. Tickets will be sold from the Administration Center until noon Friday, September 14.

Tickets are $10 for adults and $5 for students. The Clash Of Champions game takes place Saturday, September 15 at Southern Methodist University's Ford Stadium. Kick off is at 6 p.m.

The District earns $1 for every adult pre-game ticket sold and $.50 for every student ticket sold at the Administration Center. In addition, tickets may be purchased online at www.clashofchampions.com. Carroll ISD receives a portion of the proceeds for every ticket sold to residents with a Southlake address via the Clash of Champions website.

New Drug & Alcohol Task Force To Host Inaugural Meeting

A new drug and alcohol task force, known as S.P.A.R.K.S. (Students and Parents Against Risks to our Kids in Southlake), will host its first meeting Tuesday, September 25 at 7 p.m. in Southlake Town Hall.

This task force takes the place of the former joint Drug & Alcohol Committee formed by CISD and the City of Southlake.

Junior Emerald Belle Camp Approaching

Girls in grades kindergarten through sixth are invited to attend the 2007 Junior Belle Dance Clinic. The clinic takes place Saturday, September 29 and participants will also perform at the October 4 JV football game at Dragon Stadium.

Carroll Varsity Cheerleaders are selling Dragon calendars themed- Welcome to Our House! This full color, 13-month wall calendar features striking photos of many Carroll varsity sports and extracurricular activities, including the 2007 graduation ceremonies at Dragon Stadium.

The calendars also highlight the many remarkable triumphs which Carroll organizations have experienced during the past year.

Dragon Band Raising Funds With Entertainment Passbooks

Entertainment's 2007-2008 Passbooks are on sale now through October 1 from Dragon band members. The passbooks are $20 each and may be purchased from your favorite Dragon band member. The students are raising money for a trip to the 2008 University Interscholastic League (UIL) Band Competition at Disney World in April 2008.

Dragon Swim Team Welcomes Assistant Coaches

The Dragon Swim Team is preparing for the 2007-2008 swim season with the addition of two new assistant coaches - Paul Murphy and Andrea Schuman. They bring a wealth of competitive swimming and coaching experience to add to the rapidly building Dragon Swimming tradition of excellence. Coach "Paul" Murphy is also the Carroll Aquatic Center Operations Manager and Coach Andrea Schuman is also a sixth grade science teacher at Eubanks Intermediate School.

Murphy is from St. Louis, Missouri. He swam and competed for the Hazelwood Swim Club and the Sugar Creek Swim Club coached by Jim Tynan. At the college level, Paul competed for the University of Missouri-St. Louis and South Carolina State University in Orangeburg, South Carolina. While at SC State, Paul earned All American in the 100 breaststroke and 200 breaststroke, along with honorable mention in the 50 free. At the high school level in Berkeley, Missouri (St. Louis), Paul achieved All District honors as deep-water goalie in water polo along with currently holding all school goalie records. Paul was also team captain and team record holder in the 100 breaststroke.

Paul began his coaching career in 1980 as Head Coach of the Berkeley Swim Team in Berkeley, Missouri. Since then, he has coached many USA Olympic Trials, National and Sectional qualifiers, along with several high school All Americans. Coach Murphy achieved his ASCA Senior Level 5 status in 1989 and ASCA Age Group Level 4 certification in 1998. He has coached over 45 national top 16 individual swimmers with one national age group record holder in his career.

Coach Andrea Schuman has been involved in competitive swimming for 21 years. She, along with her three older siblings, were all accomplished swimmers coming out of Enid, Oklahoma. She ran her own swim lesson business during the summers in Oklahoma. She was a four-time high school state champion in Oklahoma and was named Oklahoma Swimmer of the Year in 1999. She continued her swimming career in college at TCU. There she swam on the conference winning, record breaking, 200 free relay and was a WAC All-Conference Swimmer.

Varsity Tennis Team Brings Home Bronze

The varsity Dragon tennis team placed third last weekend in the Highland Park/Plano West Invitational Tournament. This particular tournament is one of the most prestigious in the state.

The Dragons did an outstanding job placing third among 16 strong teams from across Texas. The team beat Plano East (10 - 2), Lubbock Coronado (10 - 9) and Klein (10 - 6).

Prepare To Scare: Haunted House Auditions

Auditions for Carroll Theatre Department's Haunted House will take place September 5 and 6 in Carroll Senior High School's Black Box Theatre. The auditions are from 3:30 to 5 p.m.

All CHS and CSHS students are invited to audition. Forms, along with a calendar, may be picked up from Roald or Stacie Martinsen in the CSHS Black Box Theatre. The forms are due back no later than 5 p.m. Tuesday, September 4.

Area Student Completes Select Summer Course In D.C.

Carroll senior Allison Mrasek successfully completed a three-week course on the campus of Georgetown University in Washington, D.C., as part of the Junior Statesmen Summer School.

Allison’s topic of study was Honors U.S. Foreign Policy, which examined major themes and issues in U.S. foreign policy, including the role of U.S. in a post-Cold War world and the challenges facing policymakers. Allison attended class six days a week and completed 100 classroom hours.

Allison was one of six students from Texas participating in the Georgetown Session II program. She and the other Texas students had the opportunity to meet with Texas Senator Kay Bailey Hutchinson at her office on Capital Hill. During her stay, Allison also met with White House staff, members of Congress, foreign embassy officials, and other government representatives.

For over 66 years, the Junior Statesmen Summer School has prepared outstanding high school students for leadership. Admission to the summer school is competitive. Overall, the summer program draws 1,300 students to four campuses (Georgetown, Stanford, Princeton, and Yale) to immerse themselves in politics, history, and debate.

Allison is the daughter of Michael and Jean Mrasek of Southlake.

Authors To Tell Parent/Child Story Of Addiction, Recovery

Good Shepherd Catholic Community is hosting The Lost Years, a story of addiction and redemption Wednesday, October 3 from 7 to 8:30 p.m.

Come hear the authors of The Lost Years tell their parent/child story of addiction and recovery. This event is open to adults and all students in ninth grade or above.

New Girls' Varsity Lacrosse Coach Selected

The Southlake Carroll Lacrosse Association (SCLA) has selected Lexi Beraducci as the new Lady Dragon varsity lacrosse coach. Beraducci was selected due to her tremendous knowledge and enthusiasm for the sport.

Ms. Beraducci helped start the Houston Cypress Fairbanks program and served as team captain. Beraducci participated on All State teams that played in Vail, Annapolis, Lake Placid and Mardi Gras venues. She was selected as an Academic All American. Beraducci continued her lacrosse career by playing for Texas A&M Club, which ranked #1 in the nation all four years that Beraducci started at offense. After graduation, Beraducci returned to Cypress Fairbanks as an assistant and also refereed in the Houston area.

After working with the team this summer, Beraducci stated that she feels the team wants to raise the bar on their level of play. “We are going to focus on the basics. By instilling a higher level of intensity in the players' teamwork, positive results should ensue. We also are going to work on speed and quickness in movement on the field,” she said.

Joining Beraducci as an assistant coach is Carroll graduate Sarah Brannan Gilmore. Gilmore played Lady Dragon soccer in high school then joined the Texas A&M Aggie lacrosse team where they were ranked #1 in the nation, as well. Returning as an assistant coach will be Andy Lawler.

Invitation To Cesar Chavez Poster Competition

The University of North Texas Division of Equity and Diversity is hosting two events in observance of Hispanic Heritage Month. CISD students are invited to participate in the poster competition, "The Life, Work and Ideas of Cesar Chavez."
