Watch For Stories On These Topics In Our Next Edition of School eNews Online: 2006-2007 School Budget; Employee Convocation, and the 2006-20007 We Care Sponsors. Carroll ISD Reports Smooth First Day of School
Carroll school officials reported a smooth first day of school for the 2006-2007 year. The district was one of the last in Texas to begin classes. Next year, all public schools will start on or after August 27. More than 7,700 students attended classes at the district's eleven campuses. An official enrollment count is not expected until after Labor Day. Students attending elementary schools were dismissed at 11 a.m. to allow teachers to conduct state-mandated literacy assessments. The K-4 students will begin attending classes on a regular full-day schedule Thursday, September 7. Despite a few typical transportation and maintenance issues, campus leaders reported a quiet start with students beginning their instructional day shortly after bells rang for the first time. At Johnson Elementary School and Eubanks Intermediate School, the use of portable buildings was delayed pending city approval of a temporary occupancy permit. Each campus has one portable building, housing two classrooms, for the 2006-2007 school year. These were purchased to accommodate growth until more information is available about residential developments north of Highway 114. Parents are asked to drive cautiously near school entrances and exits, carefully observing posted speed limits and crosswalk areas. Even if lights are not flashing, drivers should observe posted school speed zones and time periods. Parents are also asked to be patient as the district works out a steady transportation schedule for picking up and dropping off students. Bus passes for students who live inside the two-mile radius are available at the district's Administration Center, 3051 Dove Road, for $215. Free riders must also obtain a bus pass at the same location. Parents can check bus numbers and route information by visiting the CISD website at http://www.southlakecarroll.edu/street.htm. This street by street listing will show your child's bus number and attendance zone. Carroll ISD has a number of students who are severely allergic to peanuts. Letters for classmates of those students affected will be sent home in student folders. Parents are asked to please abide by restrictions on peanut butter sandwiches and peanut-based products for those classrooms and lunch tables where severely allergic students are located. Questions about the first week of school can be directed to your child's home campus or to 817-949-7080. District To Host National Internet Safety Program August 30 Parents of students in kindergarten through twelfth grade are invited to attend an internet safety program at 7 p.m. Wednesday, August 30 in the Auditorium of Carroll Senior High School. Carroll ISD is very fortunate to be part of the "Get Net Safe" Tour sponsored by Microsoft, the Bureau for Missing and Exploited Children and 10 other well-known agencies. The public is also invited to attend. The Get Net Safe Tour is designed to raise parent awareness of computer security and internet safety. The program helps parents to better protect their personal computers, their information and their families. Only two Texas districts were chosen to be a part of the Get Net Safe Tour. Programs for students are scheduled throughout the day Wednesday. The schedule is as follows: 8:30 a.m. - Rockenbaugh Elementary School - Grades 3 & 4 10 a.m. - Johnson Elementary School - Grades 1 & 2 2 p.m. - Eubanks Intermediate School - Grades 5 & 6 7 p.m. - Carroll Senior High School Auditorium - Parents of Students in Grades K-12 During a tour of 12 U.S. cities, experts will visit school assemblies and parents' nights, local community and senior events, business luncheons and Internet fairs to help give people the tools and information they need to act. More information about the Get Net Safe Tour can be found at http://www.staysafe.org Board Calls Public Hearing For 2006-2007 Proposed Tax Rate Trustees have called a public hearing for the purpose of setting the 2006-2007 school tax rate. The hearing will begin at 6:30 p.m. on Monday, September 11 in the auditorium of Johnson Elementary School. Trustees plan to reduce the district's overall tax rate; a public presentation to explain the budget and proposed tax rate will precede the Board's vote. Local taxpayers can expect a significant decrease in the overall tax rate for 2006-2007, though the actual amount of their tax bill is determined not only by the tax rate, but also by the value of their home. Under the state's new school finance system, districts will be lowering the maintenance and operations tax rate from $1.50 per $100 assessed valuation to at least $1.33. Local Trustees do have the option of levying up to four additional cents on the tax rate for local enrichment. These additional tax revenues will not be subject to Chapter 41 (Robin Hood) recapture. Carroll school officials will also have the option of lowering the district's debt service tax rate by about two cents or maintaining the rate at the existing $.435 per $100 assessed valuation to pay off long-term debt to save taxpayers the interest on the bonded indebtedness.A complete agenda for the September 11 meeting will be posted to the CISD website on Friday of this week. Official Tax Rate Hearing Notice Carroll ACT/SAT Scores Increase College entrance exam scores are on the rise, according to new reports released on the Class of 2006. School officials report that the ACT score for Carroll increased from a composite 23.9 to 24.2. This is well above the state and national ACT composite averages of 20.3 and 21.1, respectively. A total of 347 members of the Class of 2006 took the ACT exam. That number is up five students from the year before. Composite SAT scores for the Class of 2006 are 1119 compared to 1118 last year, without the new writing test included. The composite is made up of a new critical reading score of 547 compared to last year's verbal score of 551. The math score this year is 572 compared to 567 last year. A total of 514 students took the SAT compared to 494 last year. Composite scores on the new writing test were 539 which raised the overall total composite for Carroll students to 1658. Like the ACT, Carroll's SAT scores are well above the state and national averages of 1484 and 1518, respectively. Schools, District Meet AYP Standards Carroll ISD is pleased to announce that all eleven school campuses and the district have met all requirements from the No Child Left Behind Act regarding Adequate Yearly Progress. Dr. Cathy Friar, Executive Director for Special Programs and State Assessment, said the federal AYP standards address student Texas Assessment of Knowledge and Skills (TAKS) scores in reading and math, as well as student drop out and completion rates. This is the third year for schools and districts to be held accountable under No Child Left Behind, and Carroll ISD has met the standards each year. Substance Abuse Course Now Available Online Parents of Carroll students involved in extra-curricular activities are required to complete a Substance Abuse Awareness training before their children are eligible to participate in a club, sport or activity. Parents of students in grades 7-12 who were trained last year need not go through the training again. However, parents of new students and all incoming seventh graders have the opportunity to complete the training requirement using a new online curriculum. Visit http://www.psaas.org and select the Carroll ISD option to register and create your own parent password. Parents can read through the curriculum before taking an online assessment to complete the course. You must answer 16 of the 20 questions correctly to get credit. The training is provided at no cost to parents and will provide ongoing parent alerts about important police and school drug awareness information. Parents can take the test as many times as they need to receive a passing rate. Successful completion of the online assessment will automatically qualify the parent as having completed the substance abuse awareness training requirement. School officials said the website has been available to CISD parents since August 10. Hard copies of the curriculum and the assessment are also available at each secondary campus in Carroll ISD. The curriculum is provided in English and Spanish versions. Parents are asked to complete the ongoing curriculum as quickly as possible before the start of school. All assessments must be completed by September 29 for students to be eligible to participate in extracurricular activities. Carroll Senior High Principal Dr. Daniel Presley said about 4,000 parents were already trained last year. Digging For Dragons has announced the date of their annual Sports Jamboree at Dragon Stadium.
