Eight Carroll Schools Make TBEC Honor Roll List The Texas Business and Education Coalition (TBEC) has announced that eight Carroll ISD schools earned recognition on the 2007 TBEC Honor Roll. Johnson Elementary, Carroll Elementary, Rockenbaugh Elementary, Old Union Elementary, Eubanks Intermediate, Dawson Middle, Carroll High and Carroll Senior High School made the honor roll list. TBEC identifies the Honor Roll schools by analyzing three years of performance data for all Texas public schools. A school must have a high percentage of students meeting state standards on the TAKS tests in all subjects for three consecutive years, with an emphasis on how many students score at the state's highest standard - commended - on all tests. Selection criteria account also for each school's student demographics, the number of subjects tested and the grades served. Representatives from the Honor Roll Schools will gather later this year for a Sharing Seminar in which "the best learn from the best," followed by a reception and awards dinner. Parents of elementary students are reminded that CISD observes early dismissal for the first six days of school. Students up through the fourth grade are dismissed at 11 a.m. to accommodate math and reading assessments. School officials say these assessments are important to establish a baseline to help monitor student progress. Transportation will be provided for elementary students on early dismissal days. Some Construction Ongoing At Various Campuses
Although students at Carroll High School will immediately notice and begin to enjoy a larger library and cafeteria, work to expand the band hall and the gymnasium will be ongoing during the fall months. In addition, CHS will receive a new 10-classroom addition on the southeast corner of the building, as well as a new enclosed commons area where students can gather. School officials say the project is slated for completion in 2008. Likewise, work will continue on a second gymnasium at the Dawson Middle School campus. The addition of this second gym will provide equity between DMS and Carroll Middle School. Most of the work at Durham Elementary & Intermediate School is complete despite weather delays and mold abatement. School officials say they are extremely pleased to see the concrete driveway and parking area poured this week. The campus underwent a major renovation project, including sewer line improvements, site drainage, a new roof and a new chilled water HVAC system. The general contractor gave the building back over to CISD custodial crews this past week. The employees volunteered to work overtime to get classrooms prepared for the arrival of students on Monday. In addition, student and parent volunteers chipped in to help, including assistance by the senior captains of the Dragon football team. At Johnson Elementary School, roof work and painting has been completed. The campus also received an additional serving line in the cafeteria. Although the bulk of the work is complete and the serving line is operational, additional tile and finishing work will be done later this fall. Painting also was completed at Carroll Elementary School. Both JES and CES experienced minor mold problems due to the exceptionally wet summer weather. School officials say air quality consultants were brought in and the identified areas have been treated and cleaned. All of the summer and ongoing construction projects were part of the February 2006 Bond program approved by voters. School Board Approves 4% of the Midpoint Raise For Employees The Carroll ISD School Board voted Monday evening to include a 4 percent of the midpoint employee raise in the proposed 2007-2008 school budget. The decision came at the end of a six-hour Board meeting and budget workshop. Trustees had been considering a 3 percent of the midpoint raise since early spring, but revenue projections from the district’s participation in the Tax Increment Finance Zone made a larger increase possible. Trustees have said they support keeping salaries as competitive as possible in light of the pay schedules of neighboring districts. The Board, however, was cautious to study revenue projections as part of the state’s new finance system. The budget is based on a projected enrollment of 7,950, up 119 students over last year. CISD receives only $5,708 per student in state funding. As a Chapter 41 property wealthy district, Carroll will still send about $11 million in local tax dollars to property poor districts in the coming year. The trigger point making a district Chapter 41 is when its taxable value per student reaches $364,500. Carroll’s taxable value is $504,846 per student. The district experienced an 11.7 percent increase in taxable values, but will drop the overall tax rate another 33 cents as part of a Legislative mandate. As a result, the district is expected to collect $10 million less in local tax collections. The 2007-2008 budget is based on a 99 percent collection rate. The proposed $73.3 million operating budget includes monies to fund the 4% of the midpoint salary increase, as well as staffing for additional student enrollment and block scheduling for the high schools. The CISD Administration is expected to propose a $73.3 million operating budget. The budget is based on a proposed tax rate of $1.04 per $100 assessed valuation for maintenance and operations and a $.425 per $100 assessed valuation rate for debt service. School officials say it is the first time in memory that the Texas Legislature included with the bill a state model policy. Authors of the bill say districts should rely on the state model to ensure compliance with the law and they warn districts that choose other wording may be at risk of no state representation if legally challenged. However, school districts and their attorneys say they are between a “rock and a hard place” and face litigation regardless of the policy wording chosen. CISD officials told Trustees that school attorneys believe some provisions of the new Texas law are consistent with Supreme Court precedents, but there are areas of the Texas law that they doubt constitutionally. For example, some experts fear legal challenges from various civic rights organizations under the Establishment Clause of the First Amendment of the U.S. Constitution. CISD officials say although they agree with the intent of the law, ensuring no student is discriminated against based on the expression of their religious viewpoints, they are also concerned that prior U.S. Supreme Court rulings have already ruled on the issue of student expression at school and/or government-sponsored activities. After a lengthy discussion that included comments from Representative Vicki Truitt who was in the audience Monday evening, CISD followed the advice of three different law firms and adopted an alternative policy created by the Texas Association of School Boards (TASB). School officials believe the TASB policy is more clearly defined. TASB Policy Services writes and legally reviews policy for about 1,000 school districts, including Carroll ISD. Trustees are expected to consider second reading of the new local policy at the August 30 School Board meeting. Carroll Staff Welcomed Back During Western
Showdown Wild, Wild West: The Great Dragon Roundup featured administrators line dancing, singing “Rawhide” around a campfire and wearing costumes from famous western movies and television shows. Principals Danny Presley and Rick Westfall served as emcee hosts for the event. They were in character as The Lone Ranger and Zorro, respectively. The highlight of the two-and-a half hour presentation was a showdown between Superintendent David Faltys a.k.a. “Sheriff Woody” from Toy Story and the outlaw Rob N. Hood, played by 30-year CISD employee Chauncey Willingham. The plot included the outlaw’s attempt to steal the Carroll Dragon values – excellence, relationships, character & integrity, innovation and open & honest communication. In the end, of course, everyone realized that a Dragon’s values are rooted deep within the heart of each educator. Each year, CISD employees gather for a back-to-school rally at Carroll Senior High School’s auditorium. Featured speakers this year included Dr. Faltys, School Board President Erin Shoupp, Teachers of the Year Joan Gibbs and DeAnn Barta and Carroll Education Foundation Chairman Kevin Clift.
Quest Information Night Planned
To be considered for eligibility in the program, a student must be nominated by one or more of the following: principal, teacher, parent or guardian, student (self or peer), psychologist, counselor, librarian, administrator or community member. Nomination forms are available on each campus and should be returned to the campus Quest teacher or the Department of Instructional Services no later than September 4. Students enrolling in kindergarten are not eligible for Quest nomination and evaluation until the second semester of their kindergarten year. Miami Northwestern Pre-Game Tickets Available Pre-game tickets for the greatly anticipated match up between the Carroll Dragons and Miami Northwestern are available at the CISD Administration Center, located at 3051 Dove Road in Grapevine. Office hours are 8 a.m. to 4:30 p.m. Monday through Friday. Tickets are $10 for adults and $5 for students. The Clash Of Champions game takes place Saturday, September 15 at Southern Methodist University's Ford Stadium. Kick off is at 6 p.m. The District earns $1 for every adult pre-game ticket sold and $.50 for every student ticket sold at the Administration Center. In addition, tickets may be purchased online at www.clashofchampions.com. Indoor Complex Dedication Is September 9 Earlier this year, Trustees approved the District's first naming rights contract for the indoor workout facility. The official building dedication for the Performance Course Charlie Stalcup Indoor Complex takes place Sunday, September 9 at 3 p.m. The indoor complex is located behind Carroll Senior High School, 1501 W. Southlake Boulevard. Stalcup lost his battle to cancer in 2004. His lasting legacy will be honored during this dedication ceremony as family, friends, colleagues and students gather to remember him in this special way. Phantom Auditions Begin Monday Former Carroll student and New York actor/singer/dancer Jeremy Dumont will choreograph The Phantom of the Opera for Carroll Senior High School's fall production. "We are absolutely thrilled to have Jeremy be a part of this historical production and educational opportunity. He brings such a vitality and zest for working with Carroll students and we are so grateful to be able to work with him," said Carroll Theatre Co-Directors Roald and Stacie Martinsen. Carroll Principal to Serve as NAESP Representative Eubanks Intermediate School principal Mark Terry will serve as National Association of Elementary School Principals' Middle Level Representative for the Texas Elementary Principals and Supervisors Association (TEPSA). “TEPSA’s leaders are committed to serving the whole child in their schools and communities,” said Executive Director Sandi Borden. Terry’s career in education spans 27 years. He has served as a TEPSA state officer since 2001, including state president. Terry received his M.Ed. from North Texas State University. Since 1917, TEPSA has served Texas principals and supervisors. TEPSA has more than 5,300 members. These administrators supervise more than 150,000 teachers who direct the activities of more than 2.1 million PreK-8 school children. Carroll Assistant Principal Named TEPSA District President Johnson Elementary School Assistant Principal Mary Johnston was recently named District 11 President for the Texas Elementary Principals and Supervisors Association (TEPSA). Johnston and her fellow officers from the 20 TEPSA districts across the state were installed at the association’s July Leadership Conference. “TEPSA’s leaders are committed to serving the whole child in their schools and communities,” said Executive Director Sandi Borden. Johnston is a former TEPSA Assistant Principal of the Year for District 11 and an alumnus of TEPSA Academy VIII. She is currently a fellow at the University of Texas Cooperative Superintendency Doctoral Program. Johnston has served as a district officer since 2004. Carroll Varsity Tennis Team Off To A Winning Start
The Dragon varsity tennis team opened the season with an impressive sweep against Dumas High School winning 19-0 at home last week. Following the match, the team and coaches hosted the 1st annual Carroll Varsity Tennis Alumni Barbeque at Carroll Senior High School. Twelve alumni, dating back to 1998, gathered for a fun evening with the team, parents and coaches. The coaches plan to build on this new Dragon tradition of inviting alums back for this annual event. The Dragons are competing in the Plano Tournament today and tomorrow (August 24-25). The Carroll Dragon tennis team is coached by Norm Smith and Corey Aldridge.

Carroll Middle School student Barrett Benesh recently won the gold medal in the 50 meter breast stroke in the Area Special Olympic Swim meet. This event was held August 11. Barrett's first place finish qualifies him to compete at the State level. Congratulations Barrett!
