Carroll ISD Meets AYP Standards At All Campuses

All Carroll ISD campuses have met AYP (Adequate Yearly Progress) standards for the year. Under the No Child Left Behind Act, all public school districts are evaluated annually for AYP.

Districts and campuses - along with the state - are required to meet criteria for the following three categories: Reading/Language Arts, Mathematics and either Graduation Rate (for high schools and districts) or Attendance Rate (for elementary and middle schools).

The news that all CISD campuses met the AYP standards came on the heels of news that the Texas Education Agency has rated every CISD campus and the district Exemplary. This means that Carroll ISD's final rating will be Exemplary - Meets AYP.

Congratulations to all the CISD staff and students for this accomplishment. Carroll ISD is now the only 5A school district to earn this distinction.

Public Hearing On Proposed Budget August 30

Carroll School Board members have called a public hearing on the 2007-2008 School Budget & Tax Rate. The meeting will be held at 6:30 p.m. on Thursday, August 30 in the Auditorium of Johnson Elementary School, 1301 N. Carroll Avenue in Southlake.

Trustees by law must adopt a school budget by the end of August. A budget presentation and public hearing will be held at the beginning of the meeting, with an agenda item to also act on the budget later in the evening. Trustees can adopt the tax rate at the same time or wait until mid-September, if they choose.

To date, the CISD Administration expects to propose a $1.04 rate per $100 assessed valuation for the M&O side of the tax rate. The debt service rate is currently proposed to stay the same at .425 per $100 assessed valuation.

If approved by the School Board at these recommended rates, the 2007-2008 total tax rate would be $1.465 compared to $1.795 last year.

District Combats Mold Following Unseasonably Wet Summer

Carroll officials are combating mold issues at several CISD facilities. The district has hired air quality consultants to assess the situation after various types of mold were discovered in at least three CISD buildings. The consultant believes the situation is likely caused by the excessive moisture in the air over the summer months. Campuses with scheduled roof work were particularly vulnerable. So far, mold has been found in isolated locations at Carroll Elementary and Johnson Elementary, with more significant amounts found at Durham Elementary & Intermediate School.

Superintendent David Faltys said the district is taking every precaution to have the identified classrooms and work areas thoroughly cleaned and tested before they are used again. In some cases the abatement has already been completed.

"CISD is committed to walking every classroom in every CISD building to assess the presence of mold,” Dr. Faltys said. “The district will follow the recommendation of the consultant and conduct either in-house cleaning or consultant-based abatement depending on the seriousness of the mold content.”

Officials say they have every reason to believe that a solution will be implemented swiftly. An E-mail alert was sent to Carroll Elementary School parents and staff, with a similar notice planned at Johnson Elementary on Monday. The mold situation at these two campuses has been minimal. A letter outlining the construction and mold issues at Durham Elementary & Intermediate School was sent to the parents and staff of that campus by mail today.

Schedule Tight For DEIS Construction Projects

The chillers for the HVAC system at Durham Elementary & Intermediate School arrived this week as work continued on the site drainage project. School officials say the on-site contractors have made remarkable progress despite the unseasonably wet weather this summer. The 2006 bond project was slated for substantial completion August 15 before excessive rainfall in June and July. School officials are now hoping that outside site work will be completed by the first day of school.

As tropical storm Erin came ashore in Texas, rain threatened the DEIS project late this week, too. Workers hope to pour concrete for the front driveway of the school on Monday, but the schedule will depend on the weekend weather. Derek Citty, Assistant Superintendent for Administrative Services, said the district’s custodial staff will work around the clock to prepare the classrooms for the August 27 first day.

Campus administrators made slight adjustments to back-to-school orientations and meet the teacher events. Teachers may be delayed in getting into their classrooms before the start of school. School officials say they appreciate the patience of the Durham staff and parents as the district works to improve the facility.
