White Settlement Administrator To Lead Carroll Finance Department

Trustees approved the hiring of Robb Welch as Assistant Superintendent of Financial Services on May 21

Carroll Trustees approved Robb Welch as the district’s new Assistant Superintendent for Financial Services. Welch’s hiring became official at the Board of Trustees meeting Monday. He will replace Chief Financial Officer Sharon Eaves who recently accepted a position in Houston ISD.

Welch comes to CISD from the White Settlement Independent School District. He served most recently as that district’s Executive Director of Construction/Bonds. Prior to that, he was White Settlement’s Chief Financial Officer for five and a half years. His experience includes time as an auditor with Kirk and Richardson, CPAs and as a data processing coordinator/PEIMS coor

dinator at White Settlement.

“We’re extremely excited to have Robb join our leadership team,” said Superintendent Dr. David J. Faltys. “He is energetic and personable, but also very knowledgeable when it comes to school finance and the bond construction process. He comes highly recommended and should prove to be a great addition to our business and finance department.”

During his tenure in public education, Welch has coordinated all business office functions including budget, finance, payroll, benefits, accounts payable, PEIMS and purchasing. He has managed school construction and capital improvement projects, including long-range facility planning, demographic forecasting, and initiating gas lease contracts. He coordinated general trustee and bond elections, as well as managed oversight of facility maintenance, operations, energy management and child nutrition services.

A graduate of the University of North Texas in Denton, Welch earned his Bachelor of Science and Master’s of Science degrees in Accounting. He is a member of the Texas Association of School Business Officials (TASBO) and the Texas Association of School Administrators (TASA).

Faltys said Welch will begin his responsibilities in CISD in June. As Carroll’s new Assistant Superintendent for Financial Services, Welch will manage budget planning and business operations, elections, child nutrition services and the district’s construction program. He fills one of two vacancies on Dr. Faltys’ reorganized Cabinet. The district is also in the process of filling an assistant superintendent’s vacancy in the newly formed Student Services division.
