Carroll ISD Receives $4.5 Million Plus Royalties For Mineral RIghts Agreement

Carroll School officials have reached an agreement with Chesapeake Exploration L.L.C. for the leasing of mineral rights on about 400 acres of district-owned property. The deal resulted in a $4.5 million signing bonus for the district, along with 25 percent royalties on gross drilling production or market value of the sale, whichever is greater.

School Board President Erin Shoupp said the contract involves no surface drilling on school properties, but rather allows Chesapeake to drill horizontally off-site at least 500 feet below the surface.  The district immediately received a signing bonus check for $4,583,905. This amount is based on $11,400 per net mineral acre. Shoupp signed and finalized the deal March 3 on behalf of the CISD Board of Trustees. The Board adopted a resolution February 18 giving Shoupp the authority to sign on behalf of the district.

“The Board of Trustees is pleased this partnership will allow us to provide expanded educational opportunities for all Carroll students,” Shoupp said. “We believe this agreement will be beneficial for this community both short-term and as a potential revenue source for future years.”

School officials said the term of the agreement is three years, with an option to add two subsequent years that would net the district additional revenue. Chesapeake would pay CISD another bonus at the end of the three-year term for all acreage not yet involved in gas production. In addition, the district would still receive ongoing royalties on any acreage yielding gas.

Robert Williams To Chair Facility Committee

williams
Chairman Robert Williams

Superintendent David J. Faltys and School Board President Erin Shoupp have announced that Robert Williams will serve as chairman of the Long-Range Facility Committee. Mr. Williams has lived in Southlake for the past eight years and works for Edward Jones. He and his wife, Kari, have three children attending CISD schools. He’s active in a number of community organizations, including the Dragon Youth Football Association.

Williams addressed the new committee during its organizational meeting on Monday. He encouraged members to consider the fact that Carroll students are not competing with students in districts next door, but with those living in countries around the world. He said he accepted the responsibility as chairman of the committee because he is committed, first and foremost, to the children of this community. He assured everyone that he has no aspirations to run for public office or anything like that, but that he believes in and supports Carroll ISD and wants to serve in the important work of the Facility Committee.

Williams then outlined his plans to form five subcommittees to do the more in-depth discovery work for the committee. These include: 1) capital improvements/building use; 2) maintenance/safety; 3) technology/instructional programming; 4) extracurricular facilities; and 5) communications/publicity.

No Contested Races In CISD Trustee Election

The deadline to file for a place on the 2008 School Board election ballot came and went Monday with only three candidates signed up to run for three-year terms. The fact that there are no contested races gives the CISD School Board the opportunity to consider canceling the election.

Incumbents Craig Rothmeier, Place 1; Bernie Ausdenmoore, Place 2; and Sue Armstrong, Place 3; will be unopposed in their bids for re-election. They all three signed up to run on the ballot the first official day of signing, February 9. The School Board will vote March 31 on whether or not to cancel the election, declaring the lone candidates official after the May 10th election date and saving CISD taxpayers about $6,000 in potential election costs.

Last year CISD Trustees canceled the election when Trustees Sherri Williams and John Thane ran unopposed.

Register Your Kindergarten Student In April

Carroll ISD elementary schools have scheduled kindergarten registration events in an effort to pre-register the Class of 2021. School officials mailed a postcard to all residential and commercial taxpayers in an effort to communicate kindergarten registration procedures. This postcard features Durham Elementary School kindergarten teacher Tiffany Delbridge. The postcard was sponsored and paid for by CISD corporate partner, Roxann Taylor & Associates Realtors.

Students who turn five years old on or before September 1, 2008 are eligible to register. Some campuses are offering single registration dates and parents can register their kindergarten students anytime on or after that event. Others ask for parents to register their kindergartner during regular business hours and have planned a student orientation for later in the month.

To register your child for kindergarten, you'll need a copy of the child's Social Security number, up-to-date immunization records, birth certificate and two proofs of residency. A driver's license does not constitute proof of residence; rather parents are asked to submit a recent electric AND water bill.

Dates for kindergarten registration are:
• Old Union Elementary - Wednesday, April 9 from 8:15 to 9:45 a.m.
• Durham Elementary - Tuesday, April 22 from 6 to 7 p.m.
• Rockenbaugh Elementary - Thursday, April 24 from 8:30 to 10 a.m.
• Carroll Elementary School - Register during regular office hours April 14-24.
• Johnson Elementary School - Register during regular office hours April 14-24.
