Board Extends Superintendent's Contract Until 2011

The Carroll School Board voted unanimously Monday to extend the contract of Superintendent David Faltys until 2011. The vote of support came following a closed session meeting where Trustees evaluated the Superintendent who has nearly completed his first full-year leading Carroll ISD.

Dr. Faltys was selected the lone finalist about one year ago this month and was named the new Superintendent of Carroll in December. He officially began work on January 3 and has spent the last 10 months getting to know CISD employees, parents and business leaders. Since coming to Carroll, Dr. Faltys has been instrumental in addressing central office expenditures by contracting with Moak, Casey & Associates out of Austin. These school finance experts were asked to review administrative expenditures and make recommendations to the Superintendent.

In addition, the Superintendent has supported additional staff to address Advanced Academics in the secondary schools, reinstatement of full-time music teachers at the elementary campuses, additional central office support in the area of curriculum and instruction, an evaluation of the district's K-12 gifted and talented program and higher teacher and support staff salaries. He continues to work with the Administration and Board to find ways to recruit, reward and retain quality staff. Other targeted areas Dr. Faltys has focused on include reduced spending in legal fees and utilities.

The past year was not without turmoil, however. Dr. Faltys has had to face a number of tough issues including a failed technology bond proposition, cheerleading tryout grievances and low employee morale. He has spent many hours visiting campuses, listening to local residents and working side by side with the business community to support public education.

Trustees expressed their satisfaction with Dr. Faltys' first year, giving him another 2.5 years on his existing contract, increasing his base salary to $180,000 and supplementing his salary by paying his monthly TRS contribution. These incentives and rewards for the district's leader follow a number of budgetary recommendations he made for the 2006-2007 school year. These include more than a nine percent increase in teacher salaries, a three percent increase for administrative and support staff and implementation of a number of equity raises in various pay families, including campus leadership.

Dr. Faltys said he and his family have enjoyed becoming a part of the Southlake community and they look forward to a long tenure here. He expressed his appreciation to the Board of Trustees and gave them credit, in turn, for their strong leadership and support during the budgeting process.

School Board Gives Authorization For Bond Refinancing

The Carroll School Board voted October 30 to give the Superintendent and Board President the authority to trigger the refinancing of bonds up to $30 million. If the district can lock in a favorable rate, it could save local taxpayers as much as $780,000 according to the district's financial advisor Steve Perry.

Interest rates in the last four to five months have decreased substantially. That decrease has presented a potential opportunity for CISD to reduce its interest costs. The Board's vote Monday allows the President and Superintendent to award the sale of refunding bonds if the refunding produces at least a three percent value savings on no more than $30 million of refunding bonds. Currently, cabins on refunded bonds of $23,735,000 are estimated at $780,000 or 3.31% on a present value basis.

In Other Business, the School Board:

  • Authorized the Administration to advertise for bids on HVAC work to be completed at Carroll Senior High School. The 2006 bond program calls for replacing the HVAC system at CSHS. A portion of this project has already been completed in the activities area at the western end of the building by replacing seven existing DX units with similar equipment. The remainder of the facility will be converted from individual DX units to a chilled air four-pipe system as outlined on the bid specifications. The overall cost of the project is estimated to be approximately $1.9 million.
  • Heard a report on new graduation requirements for the Class of 2011. The State Board of Education gave preliminary approval in September to two high school graduation plans that increase the number of credits needed to graduate to 26. The change will require students to earn four credits in mathematics and science rather than three. Currently, CISD students are required to earn 25 credits for graduation. CISD officials are studying options to help students optimize their schedules to meet the new requirements. A recommendation is expected to come before the Board later this fall.
  • Heard a report on the district's evaluation process for the K-12 Gifted and Talented (Quest) program. Coordinator Pat Watts has formed a subcommittee to evaluate the overall GT program. A final report along with program recommendations are expected next spring.

Employee Insurance Recommendation Forthcoming

School Trustees learned recently that employee health insurance rates will increase about 9.5 percent beginning in January. The CISD Administration is studying its budget options and will make a recommendation at the November 13 School Board meeting. Administrators hope to be able to increase the district's contribution to the monthly premiums.

Chief Financial Officer Sharon Eaves reported to Trustees on October 30 that the district's healthcare provider, Cigna, had announced a rate increase to take effect in the next calendar year. About 652 of the district's 1,037 employees take advantage of the employee healthcare coverage. Of that 652, 514 are under the "employees only" coverage. The average monthly rate increase for this group will likely be between $28-$32, according to Eaves.

The district's insurance committee met last month to consider an alternative provider, but expressed their desire to stay with Cigna at least another year. School districts in the state of Texas also have the option of participating in a state TRS plan, but districts are locked into continuing their participation in the state program once they enter it. Representatives on the insurance committee wanted more time to study the state plan and to talk with other school districts who are participating in the TRS plan.

Carroll ISD officials are hoping to help offset the employees' increase by raising the district's contribution to the monthly premiums. Trustees will hear a recommendation and vote on the topic at the November 13 meeting, which begins at 6:30 p.m. in the auditorium of Johnson Elementary School, 1301 N. Carroll Avenue.

Eaves said premiums are also increasing for the district's dental insurance provider. The Administration has opted to accept new bids on the dental insurance and will provide additional information on those proposals prior to the enrollment period before January 1, 2007.

The Carroll varsity volleyball team faced off against Arlington Lamar's Lady Vikings tonight at 6 p.m. at L.D. Bell High School. The Lady Dragons, Bi-district champions, hope to advance to the next round of the playoffs.

Southlake Parents for Academic Excellence (SPACE) is sponsoring a fundraiser at Barnes & Noble in Southlake the weekend of Friday Nov. 3-5. Customers simply present a voucher at the cash register at the time of their purchase and a percentage of the net sale will be donated to the district's gifted and talented QUEST program. Carroll Employees Donate Nearly $10,500 To United Way

Carroll ISD's grand total for gifts and pledges in the 2006-2007 United Way Campaign was $10,499.29. This is an increase of nearly $4,000 over last year's total.

"Most important are the benefits that many in this greater community of Tarrant County will realize because the CISD staff joined hands with many others across the area to meet the needs of their less fortunate neighbors," said Harry Ingalls, Assistant Superintendent of Operations and coordinator of the annual fundraising campaign.

Parent Math Meeting To Outline Course Details

Dr. Rene' Moses, Carroll ISD's Advanced Academic and 6-12 Curriculum Coordinator, has scheduled an informational meeting from 6 to 7 p.m. on November 28 in the Johnson Elementary School auditorium. This meeting will describe the CISD mathematics program from grade five to grade twelve. School officials will review components of the new mathematics web site, discuss the implications of Texas House Bill I and provide a time for questions and answers.

Student Council Receives Grant For Awareness Program

Carroll Senior High School's Student Council is taking part in an educational program called the Keep the Drive initiative. At Friday's pep rally, a representative from All State presented CSHS students with a check for a grant that the Student Council was awarded to kick off the campaign. Next week, CSHS student leaders will start meeting with the Southlake Department of Public Safety to gain input and guidance.

Keep the Drive is a student-run program to help raise awareness of car accidents due to carelessness and unsafe habits. Keep the Drive works with All State to help implement projects that will demonstrate the consequences of careless driving, according to faculty sponsor Lora Benedetti. The Student Council will be implementing this program beginning in January through the end of the school year and will use the grant to reward those students who exhibit good driving habits and who have a clean driving record.

"We are hoping to put more emphasis on positive behaviors rather than the negative," said Benedetti.

Major Mania Slated At Carroll High School Nov. 7

Students and parents are invited to hear leading college professors discuss their academic field and majors at Major Mania, an event scheduled for 6 p.m. on Tuesday, November 7. Barbara Lerner from Texas Woman's University will be the featured speaker as she shares her presentation, "Everything You Need To Know When Selecting A College Major!"

Questions to be addressed include: what are the career options available with a degree in this field?; what salary range can I expect with a degree in the major?; what are the universities looking for when reviewing applicants for this academic field?; and how can I prepare myself during high school for this major?

Major Mania will be held in the cafeteria of Carroll High School, 800 N. White Chapel Blvd. in Southlake.

Durham Invites Veterans To November 11 Assembly

This is a special invitation for all veterans to join Durham Elementary for a celebration of freedom entitled "This Is America!" The school's veteran's day assembly will be Friday, November 10 at 9 a.m. in the school cafetorium at Durham Elementary, 801 Shady Oaks Blvd. There will be a special VIP section for any veterans who attend.

The program will feature the entire 115 voices of the fourth Grade at DES. There will be singing, flag waving, choreography, a moving arrangement of "America" by DES fourth graders accompanied on violin by one of the Durham mom's, and a recorder ensemble. There will also be a very special song sung by the fourth graders and one of their own teachers. The grand finale will feature the songs from each branch of the service with a member of that branch joining the students on stage where the ending will include "fireworks."

Dragon Colorguard To Host Informational Meetings

Jr. Colorguard News - The Dragon Jr. Colorguard recently concluded its fall season with flag routine performances during the 7th and 8th grade CMS-DMS football games and marching in the Homecoming Parade.  Anyone who is interested in joining the organization for the competition season (Winterguard) is invited to attend the student/parent information meeting on Monday, November 13 at 7 p.m. in the CHS cafeteria, 800 White Chapel Blvd.  The Jr. Colorguard is made up of CISD 7th and 8th graders.  Although not required, some dance experience is helpful. In April, 8th grade members can try-out for the varsity colorguard that performs with the Carroll Dragon Band.   For more information please contact Pam Randall at RandallP@cisdmail.com.

Varsity Colorguard News - Have you seen the girls in the gorgeous purple skirts and spinning flags and sabers at half-time?  They are the members of the Dragon Varsity Colorguard.  After football season, they participate in an indoor competition season (Winterguard) from December through March.  Ninth through 12th graders interested in joining this group are invited to attend the parent/student informational meeting on Monday, November 13 at 7 p.m. in the CHS cafeteria.  For more information please contact Pam Randall at RandallP@cisdmail.com .

New Baby Dragons Arrive

Congratulations to Jodi Prolizo (Carroll High School) on the birth of her new baby boy. Salvador Vinson Prolizo was born at 8:39 a.m. on November 1st, weighing nine pounds, five ounces and was 20 inches long.

Congratulations also to Laura Zamora (Carroll High School) on the birth of a son. Garrett Davis Zamora was born at 1:40 p.m. on October 30. He weighed seven pounds, seven ounces and was 20 inches long.

And, congratulations to Thomas McCoy (Maintenance Department). He and his wife, Stacy, welcomed baby boy Alex Hunter McCoy on October 25.

Dragon Tennis Team Falls In Tough Battle

The Dragon tennis team was seeded fourth at last weekend's Regional Tournament in Abilene. They won their first match against Flower Mound 10-4. The Dragons then defeated Amarillo Tascosa 10-6. This was the first time the Dragons made it to the semifinals of the regional tournament.

While in Abilene, the Dragons played the number one seed, El Paso Coronado. El Paso was also ranked number two in the state. The Dragons eventually lost the four and a half hour match 3-10.

DMS Theatre Team Competes In Denton Festival

The Dawson Middle School Speech/Theatre team competed October 28 at the Ryan High Speech Festival in Denton. The following students received awards for their efforts: Trinity Slover - 1st place Poster Design; James Walsh - 2nd place Poster Design; Shanie Schwartzman - 3rd place Storytelling. Non-placing finalists included: Charlotte York - Impromptu Speaking; Courtney Wendell - Impromptu Speaking. Semifinalists were: James Walsh and Matthew McKenzie - Duet Acting; Matthew McKenzie - Storytelling. The team is coached by Danyah Arafat-Johnson. Congratulations to these students on a job well done representing DMS and Carroll ISD!

DMS Students Audition For All-City Honor Band

Ninety-two Dawson Middle School students auditioned for a spot in the first-ever All-City Honor Band October 28. The All-City Honor Band was formed between the two middle schools in Carroll. Each student competed in a room where two judges heard the students perform three scales for memory, two etudes and then had 30 seconds to study and then perform an eight measure sightreading example. Carroll Teacher Walks 60 Miles

Monica Gatshall recently participated in a 60-mile breast cancer walk. More than 2,300 women walked "as one" through the Fort Worth Stockyards. Monica's team raised $35,000 alone! The grand total raised during the three days was $6.1 million. A job well done, Monica!

The Carroll Medical Academy is sponsoring a team for the 2006 Fort Worth Arthritis Foundation's Jingle Bell Walk/Run Saturday, November 25. Medical Academy students invite the Dragon community to join their team and help with the effort to increase awareness as well as fund continued research for arthritis.

The Carroll Dragon Diving Team recently competed in the Keller Invitational meet. Nine schools competed with 23 boys and 28 girls. The Dragons took the largest team in their district this year. The following is a list of individual results:

Lady Golfers Finish Third At Burleson

The Carroll Girls Varsity Green Golf Team played in the Burleson Varsity Golf Tournament this past weekend. The team finished third after a slow start on Friday, firing a 377 and then a 336 on Saturday which represents a 41-shot improvement. Individual scores are provided below:

Dragon Swimming & Diving Team Begin Season With Victory

The Carroll Dragon Swimming & Diving team members opened their Dual Meet Season in October with resounding wins over the Jesuit Boys and the Ursuline Girls. The Dragons outscored a strong Jesuit team 182 to 130, while dominating Ursuline 212 to 102.

Relay wins were turned in by the Carroll Girls in all three relays including the 200 medley relay with Ausdenmoore, Baran, Huning and Singley, the 200 free relay with Ausdenmoore, Lisa Ginder, Chelsea Dunlap, and Katie Hitchcock. Also winning was the 400 free relay with Ginder, Singley, Dunlap and Baran. The entire Dragon team is swimming faster than this time last year.

The Dragon Swim Teams also competed against Keller and Central high schools November 2. Below are results.

Many excellent swims were turned in by the Dragon swimmers.  Head Diving Coach, Carolyn Hryorchuk, had the Dragon Divers well prepared as they took three of the top four spots in Girls' Diving and three of the top five spots in Boys' Diving. The Dragons now prepare for their upcoming trip to Oklahoma City to take on Jenks and Edmond - the top two high school swim programs in Oklahoma.

Dawson Band Students Advance In All-Region Competition

Fifty-two students from Dawson Middle School recently auditioned at the All-Region Phase I competition at Downing Middle School in Flower Mound. These 52 students competed against more than 1,000 middle school band students from the Grapevine-Colleyville ISD, Carroll ISD and Lewisville ISD.

Director David Stone is pleased to announce that 34 students (the highest percentage out of any school in this zone) will advance to the Phase II portion of the competition to be held on Saturday, Nov. 11 at Arbor Creek Middle School in Lewisville.

CISD Students Win Southlake Poetry Contest

A number of students celebrated the 50th Anniversary of Southlake by participating in a poetry contest.

The top three entries received a plaque and special recognition at the city's September anniversary celebration, as well as inclusion in a Southlake Stampede commemorative coffee table book. The winners included Trygve Neufang, Julianna West, and Caroline Rosental.

Honorable Mention went to Sarah Roe, MIchelle Tak and Allison Hoppe. All three received a certificate of appreciation from the City of Southlake and special recognition at the September anniversary celebration, along with anticipated inclusion in the Southlake Stampede commemorative book.
