The Communications & Marketing Department serves as a liaison between the school district and the community, provides information upon public request and facilitates effective communication between the Board of Education, school staff, students, parents and community members. The department is also responsible for generating revenue through marketing opportunities that maximize use of the district's resources and facilities.

Julie Thannum is the Executive Director of Communications & Marketing for Carroll ISD. She began with the district as Public Information Officer back in August 1997. A former newspaper reporter and editor, Julie has 18 years experience in school public relations. She graduated Cum Laude with a Bachelor of Science degree in journalism from Eastern Illinois University and is accredited in public relations (APR).

She is a past president of the Texas School Public Relations Association (TSPRA) and is a member of both TSPRA and the National School Public Relations Association (NSPRA). She presents at state and national education seminars and conventions.

Julie is the recipient of TSPRA's 2001 Bright Idea Award and has received numerous Gold and Silver Star Awards in statewide communications contests.

Lauren Becera is the Communications & Marketing Assistant for Carroll ISD.  Lauren first joined CISD's Communications Department in 2002, and recently rejoined the district in August 2006.  Her experience includes communications and public relations work with DFW International Airport's Public Affairs Department. 

Lauren graduated from Abilene Christian University with a Bachelor of Science degree in Broadcast Journalism.

She is a member of Texas School Public Relations Association (TSPRA), the National School Public Relations Association (NSPRA) and the Public Relations Society of America (PRSA).

The Carroll ISD School Board recently approved a new position for the 2008-2009 school year. The Communications & Marketing Department staff will grow with the addition of a web specialist this next year. More information on the new web specialist will be forthcoming.

Lisa Strehlow returned to Carroll ISD as the secretary for the Communications & Marketing Department. She served previously in the district as campus secretary and PEIMS secretary/registrar at Carroll Intermediate School and Durham Intermediate School.

Lisa graduated with an associate of arts degree with business emphasis from Central Baptist College in Arkansas. Her past employment includes positions with Lee Shafer, P.C./Marshall & Shafer CPA's in Houston, Tricil Environmental Response in Houston and Coopers & Lybrand, CPA's in Midland.

Lisa brings to the department a thorough knowledge of Carroll ISD. She is a parent and resident of the district, as well.

  Media Relations

Information to be released to the local news media can be directed to the Communications Department, 3051 Dove Road, 817-949-7080. Press releases regarding school activities and events are sent to the following media almost daily: Dallas Morning News, Fort Worth Star Telegram, the Grapevine Sun, the Colleyville Courier, the Southlake Journal, the Southlake Times and Southlake Style Magazine. Please include as much information about the activity or event as possible, along with a contact name and number. Color or black and white pictures are acceptable, but may not necessarily be returned.

Media Guidelines

It is the policy of the Carroll Independent School District to work cooperatively with the news media for coverage of issues and events involving the school district, its students or staff. However, Carroll ISD is dedicated to providing all students with a safe, learning environment without unnecessary interruptions. Therefore, the following guidelines are in effect at all CISD campuses and facilities:

  • All media inquiries should be directed to the Communications Department and the appropriate campus principal or building administrator. Exception: Routine athletic and/or extracurricular activity news coverage can be handled by the appropriate coach/sponsor.
  • The Director of Communications should be contacted when a representative of the media visits a campus. If the media visits a CISD site without prior approval from the appropriate campus or building administrator, he or she should be asked to leave and sent to the Communications Department at the Administration Center.
  • Media personnel may be allowed on campus to interview staff or students during the school day with approval from the Superintendent and appropriate notification to the campus or building administrator.
  • Cameras/reporters will not be allowed into the classroom or on the campus unless the classroom teacher and/or appropriate staff members have been notified and it is determined that such a visit will not be disruptive to the learning environment.
  • Photographs or video may be taken by the media at the discretion of the Director of Communications and/or the building or campus administrator. Parental permission is not required, but should be obtained if time and circumstances permit.
  • Audio or video of individual students will be allowed after prior approval is granted by the child's parent or guardian. Oral permission by the parent is acceptable, but must be followed by written permission for CISD files.
  • The Superintendent or his designee shall be the official spokesperson for CISD.
  • All Open Records requests should be referred to the Superintendent's Assistant Donna Hosea immediately upon receipt.

Communications Information:

District Web Site - The most up-to-date school news is available on the district’s web site, which contains press releases, newsletters, general information, Board Policies On Line and a variety of other information. The address is www.southlakecarroll.edu. The Director of Communications & Marketing also manages 11 campus web managers who receive a stipend to design and maintain the campus web sites.

School eNews Online - This is an electronic newsletter sent typically once a week (Wednesdays) to subscribers, including CISD employees, via the E-mail system. School eNews Online contains pertinent school and community information and can also be sent to local patrons upon request. It is posted to the web site weekly.

Cable TV 30 & 33 - This channel is dedicated to Carroll ISD news 24 hours a day. Only Southlake Charter Communication customers can access TV viewing on channel 30, but Verizon FIOS customers can access the same information on channel 33. Board tapes are available for checkout in the Communications & Marketing Office. All regular meetings of the Carroll ISD Board of Education are videotaped and aired on cable television. Activities Calendar - A monthly master calendar of school activities is available on the web site and sent in hard copy to each administrator at least once monthly. Additions or deletions should be put in writing to the Communications & Marketing Department at strehloL@cisdmail.com.

Special Publications - The Communications & Marketing Department produces a variety of special publications throughout the year including budget information sheets, safety tip sheets, periodic construction updates and other special topic fliers and brochures. Copies are available in each CISD school or department and/or on the district web site.

Welcome Packets - Informational welcome packets are available by contacting CISD at 817-949-7080. These packets contain general information about the district and the most up-to-date copies of regular publications. Realtors may call the Communications & Marketing Department to have a packet sent to prospective home buyers.

Freedom of Information Requests

Information requests should be made in writing and mailed to:

Freedom of Information Requests, sometimes called Open Records requests, are handled by the Superintendent's Office. One exception involves student records. Requests for student records by that student's parent or guardian may be handled directly by the principal at the school campus. Board policy permits the principal to provide one copy of the student's educational record for the parent or guardian free of charge. Any additional copies will require copy charges as per Board Policy GBA. Requests for Special Education records may be submitted to the Special Programs Department. If any part of a written request for student records includes information that might be deemed private under state or federal law, the written request will be forwarded to the Superintendent's Office and ultimately to the Attorney General's Office for processing.

Carroll ISD works to meet information requests in compliance with state and federal laws. To the extent possible, requests are handled in the order they are received. By law, Carroll ISD has 10 business days to determine whether or not to seek an Attorney General's ruling regarding information that may be excepted from public disclosure.

Release of Student Information - FERPA
At the beginning of each year, Carroll ISD provides parents with information explaining the Family Education Rights and Privacy Act (FERPA).This What's Public? What's Not? document explains the release of information by Carroll ISD. In turn, parents are asked to fill out a FERPA parent signature page and turn it in to their child's school office.
