BOND PROGRAM UPDATE

Carroll ISD voters approved a $24.5 million school bond package in February 2006. Construction continues on several of the projects. The School Board agreed with a recommendation by the Audit Committee to conduct an audit of the capital projects associated with the 2006 bond program.

At the April 23, 2007 meeting, the Board approved this outside audit by Haynes & Associates with a unanimous 7-0 vote.

2006 Bond Election Details

Proposition 1 (APPROVED BY VOTERS)

  • Proposition 1 Informational Flyer
  • Proposition 1 is comprised of building additions at Carroll High School, capital improvements and maintenance projects at every CISD campus and safety/security projects districtwide.
  • Proposition 1 totals $24.5 million.

Carroll ISD conducted a February 4, 2006 Bond Election. Details of that election are provided below:

  • Informational Bond Fact Flyer
  • Carroll ISD's last bond election was in 1999.
  • The district's enrollment has steadily increased 1-2% annually.
  • Carroll ISD pays for salaries, supplies and operational costs out of the Maintenance and Operations (M&O) budget; the district pays for new construction, capital improvements and maintenance out of the Debt Service or Interest and Sinking (I&S) budget.
  • If the district no longer needed to maintain or construct buildings, the district's debt service rate could be reduced as old debt is paid off.
  • Carroll ISD does not have the capacity in its current Maintenance & Operations budget to fund ongoing maintenance and construction projects.
  • A 57-member Bond Steering Committee formed to assess district needs and determine viability of a school bond election. The Committee recommended two propositions totaling $44 million.
  • Voters approved Proposition 1 and rejected Proposition 2, which included technology hardware and software.
  • Bond Postcard - mailed in January 2006 to all CISD residential and commercial taxpayers.

Project Updates

 

Carroll High School

Ten classrooms are being added to the Carroll High School building on White Chapel Boulevard in Southlake. This new addition also includes an expansion of the band hall, the competition gymnasium and the school library. Plans include the addition of a commons area for the campus' 1,300+ students to gather.

PROJECT UPDATE as of November 2007:

10-Classroom Addition: Work continues on the 10-classroom addition located on the southeast corner of the existing Carroll High School campus. The three-story structure is slated for completion by the fall of 2008. The additional classrooms will help ease overcrowding at the 9-10 campus.

Commons Area: Site work has begun on a new commons area for students. This new enclosed facility is being constructed next to the existing cafeteria. Work is slated for completion by the fall of 2008 and will provide the CHS campus with additional space for students to gather.

Cafeteria Expansion: The stage area in the CHS cafeteria has been remodeled to serve as a food court. The expansion is complete and is currently being used by students at CHS.

Library Expansion: The expansion of the existing library area resulted in the demolition of a meeting room and some library offices. The changes were necessary to make way for additional library work space and a library classroom.

Band Hall Expansion: The practice rooms and office area of the existing band hall at CHS were demolished to make room for a larger practice area. The expansion involved moving the practice rooms and offices to a new section of the band hall.

Durham Elementary & Intermediate  

Durham Elementary and Intermediate School received a new heating and air conditioning system as a result of the February 2006 bond election. In addition, the project included site work to address ongoing drainage problems on that campus.

Following passage of the 2006 bond package, various consultants encouraged the Board to consider changing to a chilled water system rather than rooftop units at DEIS. After studying the issue over the course of several months, the CISD School Board agreed to modify the Durham project to include a four-pipe chilled water system. The changes resulted in additional upfront costs, but are expected to save the district utility costs long-term. In addition, CISD staff can do maintenance on the chilled water units, in-house. A similar chilled water system was approved for Carroll Senior High School.

PROJECT UPDATE as of November 2007:

HVAC Project: Air handlers for the new chilled water system were installed in the ceilings of each classroom. The handlers help manage the flow of heat and air as part of the campus' new chilled water system. The School Board voted to install the chilled water unit, which is a more cost effective and efficient system. The system was operational at the start of school and should provide CISD with significant long-term utility savings.

The masonry wall that surrounds the chiller unit has now been constructed as well. This bricked structure is located at the back of the campus near the Durham Intermediate School office entrance. The wall helps tominimize noise, make the area look nicer and protect pedestrian traffic from the chiller unit.

On Monday, November 26, CISD officials responded to the DEIS campus after reports that a defective part caused water to leak in the library area. Maintenance staff responded to the site to assist with the cleanup. Representatives from Swaim Construction were also on hand to determine the cause of the problem. The leak appeared to damage carpet and baseboarding, but initial reports show no damage to library books. CISD staff members are still assessing the situation and will report any damages to the contractor in the coming weeks.

Roof Project & Site Work: Summer rainfall caused significant delays on the DEIS roof and site work project. The site work was substantially completed just before the start of school and parents were able to utilize the new concrete driveway on the first day of classes. The parking lot drainage seems to have improved greatly since the project's completion. This was a long-standing problem at the DEIS campus that we hope has been alleviated with the site project from the 2006 bond.

The modified, bitumen roof has a low slope that allows for better runoff and drainage on the top of the building.

It had originally been the goal of CISD officials to remove green screens from the top of the Durham building. However, because there are still rooftop units over the common areas, city code restrictions will prevent CISD from removing the green screens.

Sewer Line: CISD Trustees approved an additional project at DEIS to repair a sewer line at the back of the campus. This project was not originally included in the bond package, but the line caused problems on the soccer field behind the campus during the spring semester. This project is now complete.

Covered Awning: If funds are available after completion of the February 2006 bond project list, school officials hope to present an additional project to the Board of Trustees for consideration. The project includes a proposed awning or covered walkway at the front entrance of the DEIS building.



This pictures shows one of the new classroom air handlers at DEIS. The new ceiling/duct work was part of a project to completely change the DEIS campus to a chilled water system. This type of system has been found to be more cost effective and efficient than rooftop units.

PROJECT UPDATE as of November 2007:

Like Durham, Carroll Senior High will receive a new four-pipe chilled water HVAC system. The project originally called for replacement of rooftop units, but CISD Trustees accepted the recommendation of consultants to revise the scope of the CSHS project. The chilled water system costs more initially, but is expected to save the district a significant amount of utility costs long-term. In addition, CISD staff can perform maintenance on the chilled water system in-house.

Materials are being delivered on site and work will be conducted as the instructional schedule permits. The chiller unit will be located at the back of the CSHS campus and will eventually have a masonry wall surrounding the unit to reduce noise and protect pedestrians. Work will continue throughout the winter, spring and summer months, with a completion date of August 2008.

Bus Fleet

Diesel Bus Purchases: The February bond package included dollars to replace Carroll ISD's gasoline bus fleet with new, air-conditioned diesel buses. The district hopes to save on fuel and maintenance costs by phasing out the district's gasoline bus fleet.


Portable Buildings

Portable classrooms help ease overcrowding at several CISD campuses. The portable buildings are only short-term solutions to address classroom shortages.


School officials say the new camera surveillance system at each CISD campus will help secure property and deter vandalism.

New swipe cards are used to gain entry to CISD facilities.

The 2006 bond package included money to fund portable buildings to accommodate student growth short-term. School Board members hope to obtain more information about residential and commercial developments north of Highway 114 before making permanent decisions about classroom space. The district's 2007 Demographic Report is available online and shows a significant amount of growth in the Johnson attendance zone over the course of the next few years. Currently, portable buildings are at Eubanks Intermediate, Johnson Elementary and Durham Intermediate.

 

Safety/Security Projects

The February bond package includes safety and security projects to add surveillance cameras and keyless entry systems at all CISD facilities. This project will help the district monitor major entrances and exits, while at the same time helping to secure district facilities and property.

PROJECT UPDATE as of November 2007:

Security & Surveillance Cameras : Installation of new security and surveillance equipment occured districtwide at CISD facilities. The picture to the right shows conduit being installed at the Durham campus. The swipe card entry system has been installed and is operational at the district's main administration building.

 


Dawson Middle School

Site work has begun on construction of a second gymnasium at Dawson Middle School.

The 2006 bond package includes a second gymnasium to be constructed at Dawson Middle School. This gym was in the original 1999 bond package which was approved by voters. An increase in construction prices and concrete, however, necessitated the delay of the second gymnasium until a later date. Subsequently, the campus opened in 2002 with only one gymnasium.

This project, slated for completion in the spring of 2008, will help ensure equity at the middle school campuses because Carroll Middle School already has two gymnasiums.

PROJECT UDPATE: as of November 2007

Dawson Gymnasium: Site work began in November and will continue throughout the winter and spring months. The gym will be fully operational for the start of the 2008-2009 school year. This project also includes storage space and a covered walkway for Dawson students.

   

Johnson Elementary

The 2006 bond package enabled Johnson Elementary to have a much-needed second serving line to accommodate students at lunch.

PROJECT UDPATE: as of November 2007

Cafeteria Serving Line: The 2006 bond package included an expansion of the cafeteria at Johnson Elementary School. CISD officials had originally hoped that a second serving line would be operational by the start of school, however, there have been some delays to the initial timeline for this project. The work is nearing completion and has given Johnson's cafeteria/kitchen area a whole new look. The Child Nutrition Services staff has been extremely cooperative during this ongoing project. They have had to satellite food from other CISD locations until the project is completed.
